VAD CID Clause – Arnhem Palliative Care Data Collection
The LCAC report made significant recommendations which were not addressed in the Bill. Here I offered my support to an amendment to improve data collection on palliative care, in conjunction with VAD service delivery.
VAD CID Clause – Reconsideration of ROTI
Given the rejection of every single amendment to the bill, in this final contribution to the debate, I suggested that we should reconsider the short title of the bill to more accurately reflect its scope, and the rights and protections it would and would not provide to terminally ill persons.
VAD CID Clause – Karama Version & Drysdale Amendment
After the failure of my suggested changes to clause 19, I tried to support the Karama compromise version to increase prognosis from 12 to 24 months. I also explained that the LCAC committee considered anticipatory suffering in detail, and felt it should be included the legislation.

Here I put forward my case to try to remove the 12 month prognosis criteria, and define 'advanced' in the legislation, as is the modern standard now in VAD law (as reflected in the ACT legislation).
VAD CID Clause – Gag Clause Removal
After the Arnhem amendment failed, I put forward my suggested changes to clause 16, to remove the gag clause from the bill. I argue that my version would have actually better protected patients than the original, by ensuring only healthcare workers with suitable capability and information would be allowed to advise patients about VAD (noting the unworkability of blanket bans and all the research in this area supporting my position).

Here I explain my suggested amendment to clause 15, to provide body corporates with the widest possible protection to opt out of VAD processes, so long as they simply provide terminally ill people with a redirection to the VAD navigator service and abide by any other prescribed regulation.
